Web design is the creation of a front-facing “website” while web development is the creation of a web application. A website is the front-face for your audience while a web application is a web platform with back-end functionality. I find that examples paint the best picture so I’ll use the example of college. Imagine or go check out a college’s website. It’s designed to allure, and impress potential students/parents/future staff that lands on the page. The web design should allure the page lander enough to make them want to take interest in that college, apply, donate, refer it to friends, etc. It’s meant to, in a way, sell you on it. That being said, the actual web design doesn’t have much “functionality” built-in. There’s not a whole lot you can do there. You can’t sign up for classes, communicate with professors, order books, take tests, etc. Those are all done by various Web applications that the college uses.

While the website may be a pretty looking “go with us” design that parents and students. See, a web application, may not be as sexy, but get an important task done. A sign-in page usually includes a database to recognize certain user types(staff, students, parents, etc.), and allow each user type certain capabilities. In website-design there are no user types, or better put, all user types are considered guest users; all the same, unique visitors of the site given the same basic, visual-based capabilities. On the other side, each student, staff, or other types of user has specific capabilities that need to be reflected via programming code.
It takes more than design to handle the learning functionality, class functionality, and communication functionalities for large student & staff bodies. The difference between the two in technicality is, Web development relies on custom software development with low level to high level programming involved, while website design requires custom creative designing and coding.
